71.000 JUNK MOTOR VEHICLES* Ord. No. 68 Adopted: July 12, 1988

An ordinance to regulate unregistered or uninspected
vehicles existing in residential areas.
THE CITY OF READING ORDAINS THAT:
71.001 Motor vehicles.
Sec. 1. Except as provided in other regulations, no
currently unregistered, uninspected or junk motor vehicle shall
be parked on any property nor shall any such vehicle be in a
state of major disassembly, disrepair, or in the process of being
stripped or dismantled. A vehicle of any type shall not at any
time undergo major overhaul, including body work, unless such
work is performed inside a totally enclosed structure or similar
totally enclosed area designed and approved for such purposes.
71.002 Junk.
Sec. 2. Junk, as used in this ordinance, shall mean a
vehicle which is seven or more years old and is apparently
inoperable or is extensively damaged, to the extent that the cost
of repairing that vehicle so that it is operational and safe to
travel on public highways, would exceed the fair market value of
that vehicle.
71.003 Violations--Penalty.
Sec. 3. Any person convicted of a violation of any provision
of this ordinance shall be punished by a fine of not more than
$100.00 and costs of prosecution or by imprisonment for not more
than ninety (90) days, or by both such fine and imprisonment.
71.004 Inconsistent ordinances.
Sec. 4. All ordinances that are inconsistent with the terms
of this ordinance, in whole or in part, are hereby repealed.
Effective date. This ordinance shall take effect ten (10) days after publication pursuant to Charter.
